The Packaging and Packaging Waste Regulation (PPWR) has now been approved by both the EU Parliament and the Council of Ministers and will soon come into effect following its publication in the Official Journal of the EU (the OJEU). The regulation’s provisions will generally start to apply 18 months after it enters into force, although not all requirements will take effect simultaneously. The upcoming requirements apply to both us as a producer responsibility organisation and you as a producer. We are currently reviewing how we need to adapt our operations and how we can offer you relevant support moving forward.

Below, we’ve listed a few things that are good for you to know.

 

The purpose of PPWR
The purpose of the PPWR is to establish unified legislation within the EU to reduce packaging waste, increase circularity, and promote the EU’s internal market. The PPWR applies to all packaging and all packaging waste.

At NPA, we support you as an affiliated producer by providing guidance and advice related to the legislation. We are actively working to gather and develop verified answers to questions concerning upcoming requirements. As before, we continue to support you with services related to design for recycling and packaging minimization.

Milestones in the coming years
The PPWR will be implemented gradually in the coming years, here we have listed a couple of the most important milestones to work on.

Introduced in 2030

  • New classification of material recyclability – classes A-C. Packaging with a recycling rate of less than 70% will be prohibited. As a producer, it’s important to start identifying which packaging may risk being prohibited by 2030.
  • Minimum standards for packaging dimensions and empty spaces in packaging
  • Requirements for the percentage of recycled content in plastic packaging
  • Requirements for packaging labeling
  • Targets for reuse
  • Targets for refilling refillable packaging

Introduced in 2035

  • Assessment of material recyclability based on packaging large-scale material recyclability

Introduced in 2038

  • Ban on packaging with class C material recyclability

Introduced in 2040

  • Increased requirements for recycled content in packaging
    Increased recycling targets
