
Municipalities
Swedish municipalities collect packaging from households and co-located businesses. They are also responsible for collecting packaging waste that arises in popular locations such as parks, squares and beaches. Packaging waste from businesses must be collected separately and can be dropped off free of charge at NPA’s collection points.

Handling of collected household packaging
The packaging collected by the municipality is transported to the municipality’s transfer station. Here the material is distributed between the approved producer responsibility organizations. The share is calculated by the Swedish Environmental Protection Agency and updated quarterly. NPA is responsible for collecting its share of the collected packaging, after the transfer station has made a transport booking in NPA Logistics.
Municipalities who doesn’t have an OLS-agreement with Näringslivets Producentansvar
According to the ordinance on producer responsibility for household packaging, Sweden’s municipalities are responsible for providing transfer stations (OLS) where producer responsibility organisations will collect packaging waste. In order for this handling to function smoothly, the producer responsibility organizations, together with the municipalities’ representatives, Avfall Sverige, produced a basis for an OLS-agreement.

Packaging waste from businesses
Collection points for businesses
In every municipality there are companies where packaging waste is generated in their operations. These can be, for example, hospitals, kindergartens, restaurants, offices or shops. Companies with packaging waste have a legal responsibility to sort their waste at source and send it for recycling.
Näringslivets Producentansvar offers reception sites in every municipality, where companies can send their packaging waste for recycling free of charge.

Collection from popular places
From 1 January 2026, Swedish municipalities will collect packaging waste of paper, plastic, metal, coloured and uncoloured glass from parks, squares and other popular places in accordance with the Packaging Ordinance. The aim is for more packaging waste to be recycled instead of incinerated.
NPA collects the material at the municipality’s transfer station (OLS) for further transport to recycling facilities.
Material quality is important so that as much as possible can be recycled. We have produced a quick guide that describes how the material should be handled to maintain high quality. There is also a PM that Avfall Sverige has produced.

Waste composition analyses
NPA conducts annual and continuous waste composition analyses on received packaging material of paper, plastic and metal from municipal packaging collection. Sampling for waste composition analysis takes place at our reception facilities, which are distributed throughout the country. The packages are then transported to a sorting facility for analysis.
The results are presented at a national level.
