Now there is an English summary of the report "Will Sweden reach the recycling targets for packaging 2030?"Sweden is on its way to miss its packaging recycling targets – more actors in the system need to do more. The report shows that Sweden is unlikely to reach the EU’s targets for recycling plastic and paper packaging by 2030. Despite stricter requirements and political waste reforms, recycling looks set to fall far short of the set targets:
- Plastic: 37–51 percent (target: 55 percent)
- Paper: 79–81 percent (target: 85 percent)
Packaging recycling is primarily about reducing emissions and resource waste, but there are also economic aspects. Sweden pays billions in penalties to the EU every year for plastic packaging that is not recycled.
The report contains suggestions for solutions, but they require everyone who in one way or another handles packaging – producer responsibility organizations, producers, municipalities, suppliers, companies and households – to roll up their sleeves even further. Collection needs to increase, the instruments need to be clearer and the level of knowledge among the public needs to be raised.

Rural municipalities collect more plastic than the major cities
On average, Swedish municipalities collected 11.6 kilograms of plastic packaging per resident from households last year. But the differences are considerable. A new report from Näringslivets Producentansvar shows that smaller towns and rural municipalities collect more plastic for recycling than the major cities.

Almost a fifth is missorted in packaging collection
The 2025 waste composition analyses show that almost a fifth, 18 percent, of the material that Näringslivets Producentansvar collects from the municipalities is missorted. This concerns packaging that is left in the wrong recycling bin, but also waste that is not packaging. Missorting deteriorates the quality of the material and can lead to less material being recycled.
