European Commission publishes guidance on PPWR
Today (30 March), the European Commission has published guidance on the Packaging and Packaging Waste Regulation (PPWR). The document provides the Commission’s responses to a number of questions raised by producers across Europe. However, several areas remain unclear.As early as last summer, the European Commission had committed to publishing guidance on how the new PPWR should be interpreted, including key issues such as the definition of a producer and what constitutes packaging.
This guidance has now been published in the form of a Commission communication, accompanied by a Q&A document.
”This guidance from the Commission is highly anticipated and brings greater clarity. Unfortunately, many questions remain unanswered. We urge the Commission to move swiftly in developing the legislative acts needed to address the gaps in PPWR”, says Henrik Nilsson, Head of Market and Public Affairs at Näringslivets Producentansvar.
NPA will analyse the Commission’s guidance in the coming period and, together with other European producer responsibility organisations, continue engaging with the Commission to ensure greater clarity in the implementation of PPWR.

Almost a fifth is missorted in packaging collection
The 2025 waste composition analyses show that almost a fifth, 18 percent, of the material that Näringslivets Producentansvar collects from the municipalities is missorted. This concerns packaging that is left in the wrong recycling bin, but also waste that is not packaging. Missorting deteriorates the quality of the material and can lead to less material being recycled.
Why is it so important that each packaging material can be source‑separated and recycled in clean material streams?
The answer is that, for packaging to be considered suitable for high-quality material recycling, the materials must be easy to separate. Materials should not be mixed or contaminated by other material types and should preferably be made from mono-materials.
