Increased packaging fees from 1 January 2027

Näringslivets Producentansvar will increase packaging fees from 1 January 2027. The main driver behind rising costs is the continued rollout of kerbside collection of packaging waste.

–  As the system continues to expand and cover more households, collection volumes are also increasing – leading to higher costs for both logistics and recycling. Taken together, this means higher packaging fees from 1 January 2027, says Helena Nylén, CEO of the recycling organisation Näringslivets Producentansvar.

The increase ranges from 2 to 30 percent for paper, plastic, glass and metal packaging intended for private use. For packaging not intended for private use, the increases range from SEK 0.03 to SEK 1.00 per kilo for paper, plastic and metal.

–  We now have a fully developed reception system for commercial packaging waste in all municipalities across Sweden, which is resulting in higher incoming volumes. The increases are significant in percentage terms, but from low levels, says Helena Nylén.

Kerbside collection must be fully rolled out across Sweden by 1 January 2027. Under the law, producers are required to bear the increased costs resulting from the expansion of the system.

Näringslivets Producentansvar estimates that a realistic level of rollout for kerbside collection will be around 85 percent during 2027, meaning that the fee increase will still be somewhat lower than if the rollout had been fully completed.

–  As a producer affiliated with NPA, you should feel confident that we never charge higher fees than are absolutely necessary. Näringslivets Producentansvar applies a cost-price model, under which each type of packaging should, as far as possible, cover its own costs. These costs are allocated across the volumes placed on the market by producers, says Helena Nylén.
