87 per cent of collected packaging was turned into new raw materials
In 2025, 87 per cent of the packaging waste received by Näringslivets Producentansvar (NPA) from municipalities and businesses was recycled into new raw materials. This is highlighted in the company's 2025 Annual and Sustainability Report.”It should be second nature to make use of the resources we already have. Well-functioning recycling is a prerequisite for a circular economy. Throughout the year, we have continued to develop collection systems, increase material recycling and strengthen the infrastructure for extended producer responsibility across Sweden,” says Helena Nylén, CEO of Näringslivets Producentansvar.
During the year, more than 9,000 producers placed just over one million tonnes of packaging on the Swedish market through NPA. In total, 486,000 tonnes of packaging waste were collected through the system, and 87% of the collected material was recycled into new raw materials.
Higher recycling rates for plastic packaging
The material recycling rate for plastic packaging increased from 35% to 45% during the year. One of the main reasons for this improvement is NPA’s use of the enhanced sorting technology at Site Zero, the recycling facility operated by Svensk Plaståtervinning in Motala.
”This development demonstrates that investments in modern sorting technology deliver real results. When more material can be sorted into the correct recycling streams, the opportunities to use recycled plastic as a raw material for new products and packaging increase,” says Helena Nylén.
Expanded collection network for commercial packaging waste
During 2025, NPA also continued to expand the national collection network for commercial packaging waste. The number of collection points more than doubled during the year, reaching 309 sites by year-end – at least one in every municipality in Sweden.
The expansion is an important part of Sweden’s extended producer responsibility system and ensures that businesses across the country have access to collection services for their packaging waste.
”To reduce emissions further, Sweden needs to increase both source separation and material recycling. By collecting and recycling more packaging, we can reduce the need for virgin raw materials and make better use of the resources already available in society,” says Helena Nylén.

Näringslivets Producentansvar will increase packaging fees from 1 January 2027. The main driver behind rising costs is the continued rollout of kerbside collection of packaging waste.
Rural municipalities collect more plastic than the major cities
On average, Swedish municipalities collected 11.6 kilograms of plastic packaging per resident from households last year. But the differences are considerable. A new report from Näringslivets Producentansvar shows that smaller towns and rural municipalities collect more plastic for recycling than the major cities.
