NPA lowers packaging fees for 2026
New forecasts indicate a continued lower cost development in 2026 than previously estimated. Therefore, Näringslivets Producentansvar (NPA) has decided to reduce the announced packaging fees for 2026 by a total of 270 million SEK.– We want to be transparent about the costs for collection and recycling, and now that we see costs will be lower than estimated, it is only natural that we adjust the fees accordingly. We are a non-for-profit organisation, and our customers should feel confident that our fees reflect the system’s costs, says Helena Nylén, CEO of Näringslivets Producentansvar.
The packaging fees are being reduced, compared to previously communicated fees for 2026, by a total of 270 million SEK, distributed across the affected material categories.
The reasons for the lower projected cost development include, among other things, a slower pace of expansion for curb-side collection in municipalities and lower cost increases for transport than anticipated.
– Municipalities will expand curb-side collection across the country, and it is clear that this will increase system costs in the future, but it will happen later than expected. As a not-for-profit producer responsibility organisation, we believe we have a responsibility not to charge higher costs than necessary here and now, says Bengt Lagerman, Chair of the Board for Näringslivets Producentansvar.
From 1 April 2026, the packaging fee for certain article numbers for Private use will be increased.
As of 1 April 2026, the packaging fee for wood, ceramic, and textile packaging, as well as for article number 8130 ”Packaging of other materials” for Private use, will be raised. The reason for this adjustment is that lower volumes have been placed on the market for these types of material than previous forecasts indicated. This means that a smaller quantity of packaging must bear the same total handling cost, which affects the fee level.
Refunding of packaging fees for 2025
The remaining refunding of packaging fees for 2025 will take place in May 2026, once the annual volumes for 2025 have been reported by producers. At that time, a further 500 million SEK will be refunded, in addition to the 350 million SEK that was refunded in October 2025.
