Will you become a producer on August 12th?
On August 12, 2026, the PPWR will begin to apply in practice, and the definition of who is considered a producer will change. In this video, Henrik Nilsson provides a brief overview of what this change will entail. One of the most important changes is that the definition of who is a producer shifts from the one who fills the packaging to the one who designs or manufactures the packaging or a packaged product under their own name or trademark.
NPA can now provide a power of attorney form through which the filler can be authorised by the trademark owner to manage the reporting for the specific packaging or the packaged product. More information about the power of attorney form can be found further down on this page, together with contact details for ordering a form.

Update: Power of attorney form now available
NPA can provide a power of attorney form for the trademark owner, enabling the filler to report on behalf of the trademark owner. This is done by assigning the filler a supplementary, specific customer number (i.e. login credentials with NPA) for the individual trademark owner.
NPA can then send the invoice for the volumes reported under the specific customer number to the filler (the invoice is issued to the trademark owner but addressed “c/o” the filler).
NPA would also like to highlight the following:
- The trademark owner remains responsible, in relation to NPA, for both the reporting and the payment carried out by the filler on behalf of the trademark owner.
- An agreement should be established between the filler and the trademark owner.
- The trademark owner should consider the additional administrative requirements, including invoice review.
