NPA refunds surplus packaging fees

As we approach the closure of the first half of 2025, the producer responsibility organisation Näringslivets Producentansvar (NPA) concludes that the invoiced packaging fees have exceeded the actual costs of collection and recycling. We are therefore refunding the surplus to our customers – in line with our non-for-profit business model.

The system for collecting and recycling packaging waste must be transparent. For Näringslivets Producentansvar it is crucial that the correct fees are charged only to finance actual collection and recycling costs. We now expect the costs for the first half of 2025 to be slightly lower than forecasted, and postponed into 2026. As NPA is a non-for-profit organisation, we will naturally return the surplus to our affiliated producers.

Approximately SEK 350 million will be refunded to our customers.

Among the reasons for the surplus is the municipalities’ expansion of curbside collection, which has developed differently compared to forecasts, and has also led to lower collected volumes than predicted. Furthermore, energy and fuel prices have fallen rapidly from the very high levels of recent years. We therefore choose to return the surplus as a credit on future invoices.

Here’s how the refund works:

  • As a customer you do not need to do anything. The refund will be processed automatically.
  • The refund is based on the packaging volumes you have reported and paid for.
  • The refund is made in the form of a credit on future invoices. Depending on the cost development during the remaining year, it may occur up to three times:
    • October 2025
    • January 2026
    • April 2026
  • The amount for each credit is determined on an ongoing basis, as we close the half- and full-year results for 2025.

As an affiliated producer, you can trust Näringslivets Producentansvar to be transparent, responsible and fair, and ensures that you don’t pay more than necessary to finance your producer responsibility in Sweden.

For you as a former customer:

After closing the first quarter of 2025, it is clear that our forecasts overestimated the costs of collection and recycling. Among other things, the expansion of curbside collection has developed differently than forecast and collected volumes have been lower.

We are therefore refunding the surplus – not only to active customers, but also to companies that have been customers of ours in 2025, provided that you have reported volumes and paid packaging fees to Näringslivets Producentansvar.

This is how the refund works for you as a former customer:

  • You are entitled to a refund of excessive packaging fees based on the fact that you have reported and paid packaging fees.
  • In order for us to be able to refund you, you need to contact our producer service.
  • Get in touch with producer@npa.se and we will help you further.

We do not automatically refund former customers because we do not have verified information or account numbers for you.
