
NPA has submitted a referral response to the Swedish Energy Agency’s report “Styrmedel för CCS och CCU – Avskiljning och lagring respektive användning av koldioxid” (Governing means for CCS and CCU – Separation and storage and use of carbon dioxide respectively).
The report includes, among other things, a proposal for extended producer responsibility for plastics, as a way to finance CCS/CCU at Swedish waste incineration plants. NPA believes that it would not be cost-effective to extend producer responsibility for plastic packaging to also include CCS and CCU.
Before the report’s proposals can be considered for decision, the NPA believes that the effects of decided and upcoming reforms (eg nationally expanded curbside collection and upcoming EU legislation in the form of PPWR) should be awaited and analyzed. The aim of the reforms is to increase material recycling of plastic packaging, which likely means that the supply to waste incineration plants will decrease.
